Video gaming terminals are now at the forefront of Pennsylvania’s gaming expansion. As a truck stop owner, you may be wondering if your location qualifies to have VGTs.

To be eligible as a truck stop establishment in Pennsylvania, you must have the following:

  • A diesel island used for fueling commercial motor vehicles

  • Sales, on average, of 50,000 gallons of diesel or biodiesel fuel each month for the previous 12 months or be projected to sell an average of 50,000 gallons of diesel or biodiesel fuel for the next 12 months

  • 20 parking spaces dedicated for commercial motor vehicles

  • A convenience store

  • Be situated on a parcel of land not less than 3 acres that the truck stop owns or leases

  • NOT be located on any property owned by the Pennsylvania Turnpike

  • A Lottery sales agent license pursuant to the Pennsylvania State Lottery law

In addition to these requirements, the truck stop establishment’s officers, directors, owners and certain other individuals with control over video gaming operations must satisfy certain requirements as determined by the Pennsylvania Gaming Control Board. Individuals are subject to a background investigation, including personal and criminal history to determine suitability for licensure.
